Turkey peppered the Paraguayan goal with 32 shots, but a combination of wasteful finishing and heroic defending saw them fall short.
There were heartbreaking scenes at the final whistle as several Turkish players collapsed to the turf in tears.
With head-to-head record taking precedence over goal difference at this tournament, Turkey can no longer claim one of the best third-place spots and will be heading home after their final group game against the United States.
Having registered more than 30 shots in each of their opening two matches but scored just once, they will ultimately feel they have only themselves to blame.

Neville denies agenda against Rice
Gary Neville denied having an agenda against Declan Rice after Ian Wright questioned his decision to award the England midfielder just 6.5 out of 10 following the Three Lions' 4-2 World Cup win over Croatia.
Rice was substituted shortly after the hour mark and Neville described it as one of the Arsenal star's quietest performances.
Wright disagreed, insisting Rice deserved at least a seven and joking there was "something" behind Neville's assessment.
Neville dismissed the suggestion, saying he loves Rice and regularly names him man of the match, while praising England's impressive second-half display under Thomas Tuchel.
BBC edit Kone's injury in highlights show
The BBC has confirmed it edited highlights of Ismael Kone's horrific World Cup injury after concerns over audio that appeared to capture the sound of the Canada midfielder's leg breaking.
The broadcaster muted the sound on its iPlayer highlights package and avoided showing replays or close-up shots of the player in distress.
In a statement, the BBC said it had taken "all the appropriate measures" and wished Kone a speedy recovery as Canada closed in on the knockout stages.
Talk of 'civil war' rocks Portugal
Cristiano Ronaldo has become the focus of growing tension in Portugal's camp after warnings of a possible "civil war" emerged following the team's disappointing 1-1 World Cup draw with DR Congo.
The 41-year-old failed to register a shot on target, while supporters accused team-mates of deliberately freezing him out.
Ronaldo's sister, Katia Aveiro, criticised Portugal's play, and journalist Vitor Pinto warned the backlash risked creating divisions within the squad.
However, he rejected claims of an organised boycott.
Roberto Martinez has defended Ronaldo, insisting it makes no sense to remove his captain when Portugal need goals.
Canada star poses for picture after grim injury

Ismael Kone has remained upbeat despite suffering a horrific leg break that ended his World Cup campaign during Canada's 6-0 victory over Qatar
| INSTAGRAMIsmael Kone has remained upbeat despite suffering a horrific leg break that ended his World Cup campaign during Canada's 6-0 victory over Qatar.
The 24-year-old underwent surgery after being injured in a challenge from Assim Madibo, who was sent off and later apologised in the Canada dressing room.
Kone was pictured smiling from his hospital bed alongside team-mate Moise Bombito, who visited him after the operation.
Nathan Saliba paid tribute by holding up Kone's shirt after scoring a free-kick, while Canada boss Jesse Marsch promised the midfielder would receive the best possible treatment during his recovery.
Clarke backs McTominay to shine for Scotland
Steve Clarke has backed Scott McTominay to bounce back against Morocco after the midfielder struggled during Scotland's 1-0 World Cup victory over Haiti.
The Scotland manager believes criticism of the Napoli star has been unfair, arguing Haiti controlled midfield areas effectively and prevented several players from influencing the game.
Clarke insisted McTominay remains one of Scotland's key figures but stressed he is supported by experienced team-mates such as John McGinn, Grant Hanley and Kenny McLean.
Scotland face Morocco in Boston tonight knowing victory would leave them on the brink of reaching the knockout stages.
Pickford hails England's strength in depth
Jordan Pickford believes England's strength in depth can prove a "killer" for opponents after Thomas Tuchel's substitutes inspired a 4-2 World Cup victory over Croatia.
Marcus Rashford scored England's fourth goal after being set up by fellow substitute Bukayo Saka, with Morgan Rogers and Djed Spence also involved in the move.
Pickford praised the impact of those coming off the bench, saying England possess variation across the pitch and enough quality to demoralise tiring teams.
The Everton goalkeeper is set to win his 86th cap against Ghana, having already made 26 consecutive starts at major tournaments.
England star nets hat-trick in behind-closed-doors friendly
Ivan Toney continued his prolific form by scoring a hat-trick as England beat MLS side Sporting Kansas City 5-1 in a behind-closed-doors friendly on Thursday.
Morgan Rogers and Ollie Watkins were also on target in the match, which was played over two 25-minute halves less than 24 hours after England's 4-2 World Cup victory over Croatia.
Eberechi Eze, Dan Burn, Marc Guehi, Kobbie Mainoo and Jarell Quansah all featured after missing out on starting in Dallas.
It was Toney's second hat-trick in successive warm-up matches, having also netted three times against Miami FC.
Neville calls for Tuchel to make two changes for Ghana clash
Gary Neville believes Thomas Tuchel should make two defensive changes for England's World Cup clash with Ghana by recalling Marc Guehi and handing Djed Spence a start.
Despite England opening their campaign with a thrilling 4-2 win over Croatia, Neville feels the goals conceded highlighted vulnerabilities that Ghana's pacey forwards could exploit.
He expects Guehi to replace John Stones because of his ability in one-vs-one situations, while Spence could come in for Nico O'Reilly after impressing from the bench.
Neville also praised Tuchel's bold substitutions against Croatia, describing England's early second-half display as outstanding.
Ronaldo blasted by Scholes and Butt after Portugal disaster
Paul Scholes believes Cristiano Ronaldo has become "a little bit of a problem" for Portugal and questioned whether the 41-year-old should still be leading the line after the team's disappointing 1-1 World Cup draw with DR Congo.
Ronaldo, who equalled Lionel Messi's record of appearing at six World Cups, failed to register a shot on target or create a chance in Houston.
Scholes argued the veteran would be better suited to a late substitute role, while Nicky Butt warned Roberto Martinez faces a "massive problem" due to Ronaldo's influence and popularity.
Martinez, however, continues to back his captain.
Kane admits Tuchel 'nervous' before trying baseball
Harry Kane has revealed Thomas Tuchel was "a little nervous" before throwing the ceremonial first pitch at a Kansas City Royals game.
The England manager swapped football for baseball less than 48 hours after guiding the Three Lions to a 4-2 World Cup victory over Croatia.
Watched by Kane, Dan Burn and Djed Spence, Tuchel delivered a strike to Royals manager Matt Quatraro at Kauffman Stadium.
Kane praised his boss for handling the occasion well and enjoyed a recovery day at the ballpark.
He also hailed England's supporters after their memorable post-match rendition of "Wonderwall".
Tensions rise after Ismael Kone injury
Canada manager Jesse Marsch appeared to take aim at Julen Lopetegui after a heated World Cup clash with Qatar was overshadowed by Ismael Kone's horrific leg injury.
The former Watford midfielder suffered a broken leg following a challenge from Assim Madibo during Canada's 6-0 victory in Vancouver, with the Qatar player sent off before later apologising in the dressing room.
Marsch refused to discuss his confrontation with Lopetegui, saying it was "not worth any of our time", but criticised Qatar's bench for disputing the red card.
TV presenter quits after Lionel Messi scandal
An Argentinian television presenter has resigned after falsely announcing live on air that Lionel Messi's father had died.
Florencia Pena stepped down from Luzu TV and issued an emotional apology after wrongly claiming Jorge Messi had passed away during Argentina's World Cup campaign.
The Messi family later confirmed the 68-year-old is alive, recovering and under medical supervision.
Pena admitted she had trusted information passed to her by the programme's production team but accepted responsibility for the error.
Luzu TV condemned the handling of the story, calling the broadcast of unverified sensitive information "unacceptable" and confirming her departure.
FIFA change unlikely to appease Tuchel
FIFA has moved quickly to address Thomas Tuchel's complaints after photographers blocked his view of England's players during the national anthem before their 4-2 World Cup win over Croatia.
Photographers have been instructed to stand closer together, while coaches may be asked to move away from the dugout area.
However, Tuchel is reportedly unhappy at the prospect of changing his own position and could push for an alternative solution.
The England manager said the issue "ruined" a special moment for him, having wanted to watch his players sing "God Save the King" before kick-off.
World Cup star stretchered off after horror injury
Former Watford midfielder Ismael Kone suffered a serious leg injury during Canada's 6-0 World Cup victory over Qatar, prompting ITV to avoid showing replays of the incident.
The 24-year-old was hurt following a challenge from Assim Madibo, who was sent off and later apologised in the Canada dressing room.
Players from both sides were visibly distressed, while manager Jesse Marsch admitted he could "hear the bone snap".
Kone was stretchered off, taken to hospital and reportedly suffered fractures to his fibula and tibia.
